I have the honour to transmit for your

consideration the enclosed copies of a Draft Ordinance and

relative Order in Council which it is proposed, at the

instance of the Colonial Treasurer, to introduce into Legis-

Stative Council in order to make provision for the new system +3675300

stamping referred to in the correspondence noted in the

Pargin.

Before directing this to be done, I have

to request you to be good enough to consider the question as

the discount which should be deducted from the allowance

madebon spoiled stamps returned to the office. The Draft Order

in Council is based on the rules in force in England, but it

is not known what discount is actually charged in England or

on what principles it is fixed. I shall be glad therefore of

information on the point.
